To provide effective liaison, co-ordination and support to emergency service combat and support agencies.


BuildingCouncil has a responsibility under the State Emergency Management Act toprovide the executive support andfacilities required to operate an emergency operations centre and to facilitate the preparation of the local Disaster Plan (DISPLAN) that would operate in the event of a large scale multi agency emergency response and recovery.

In addition, Council's responsibility specifically extends to formal funding arrangements in place for the operation of the Moree Rural Fire Service, NSW Fire Brigade and State Emergency Service.

Key challenges include negotiation of agency funding arrangements; co-ordination of support in times of emergency; preparation and co-ordination of the DISPLAN and the emergency risk management assessment of potential hazards; separation of responsibilities; cross border arrangements.
