Lester Rodgers has been with Council for more than 30 years. He commenced the role as General Manager on 22 May 2015 and was formerly the Director of Planning and Development (now known as Planning and Community Development).
As the General Manager, Lester oversees the functions of the entire Council, with the support of the Executive Team, to ensure the objectives outlined in the Community Strategic Plan can be achieved.
Lester holds a Diploma in Applied Science majoring in public health, environmental health and building services. He also holds national accreditations as a building surveyor with the Building Surveyors and Allied Professionals Board (BSAP), the Australian Institute of Building Surveyors (AIBS), and A1 level certification as an accredited certifier with the NSW Government Building Professionals Board.

Acting Alan Lawrance
Scot MacDonald has government experience at both state and local levels. From 2011 to 2019, he served as a Member of the NSW Legislative Council. In the role, one of his positions was Parliamentary Secretary for Planning, the Central Coast and the Hunter where he was involved in large infrastructure projects, such as delivering the $600 million Newcastle Light Rail. Prior to joining Moree Plains Shire Council, Scot was Armidale Regional Council’s Director of Business Services and oversaw financial and risk management.
Scot is the Director of Corporate Services and is helping to strengthen Council as an organisation as it heads into the future. He is proud to be serving the community and feels rewarded by the challenges that come with his position.
Scot’s qualifications include a Masters of Environmental Management, Graduate Certificate in Natural Resources, Bachelor of Financial Management, and an Associate Diploma in Farm Management.
