  • Council Appoints A New General Manager

    Following an extensive recruitment process, it was resolved at Council’s Extraordinary Council Meeting today, to officially appoint a new General Manager for Moree Plains Shire Council.

    Kelvin TytherleighCouncil is excited to announce the appointment of the new General Manager, Kelvin Tytherleigh.

    Kelvin is currently the Chief Executive Officer (CEO) of Hinchinbrook Shire Council in Far North Queensland, a position he has held for the last three years.

    Kelvin's appointment as General Manager will commence in mid-June 2023 for a period of five years.

    Moree Plains Shire Council is his third appointment as a Council General Manager, and he has considerable experience in regional and rural areas.

    Mayor Mark Johnson commented that “Council is looking forward to working with Kelvin, in this important role as General Manager and utilising his expertise”.

    “My fellow Councillors and I would like to thank our current General Manager, Nick Tobin for all his hard work and leadership while he undertook the twelve-month placement as General Manager for Council.

    Kelvin comes qualified with several tertiary qualifications including a Master of Business Administration (MBA).

    Married to Anne, together they have three children and two grandchildren.

    Kelvin remarked, “I am delighted to join the Moree team; Anne and I cannot wait to move to Moree and become part of the community”.

    "Should you see Kelvin and Anne in the community please do make them feel welcome in our beautiful Shire," stated Mayor Johnson.

    Moree Plains Shire Council is seeking “Tenders” from appropriately qualified, suitably experienced and adequately resourced companies to submit quotations for the following contract:

                ~ Contract - RFT21/13- Supply of Plant and Labour for Flood Recovery & Associated Works for Moree Plains Shire Council 

    The Contract will commence 26 June 2023 and conclude 26 June 2024, inclusive. Consultation may be entered into for a possible 2 x 12 months extension.

    Council has developed snapshots that provide an overview of next year’s proposed budget and the key projects we are looking to deliver:

    Council’s draft Operational Plan and Budget 2023-24 and Delivery Program Update, and draft Long-Term Financial Plan 2023-33 are on public exhibition and are available for public comment until 5pm Friday 2 June 2023.

    Council is budgeting a $989,500 surplus in 2023-24, with a breakdown of the surplus in the following funds, General Fund $643,222, Water Fund $53,925, Sewer Fund $292,353.

    Moree Plains Shire Council Mayor Mark Johnson is very satisfied with Council’s proposed Budget and Plans, stating “With this budget surplus resulting from Council’s sound financial management, we are in a strong position to deliver priority projects in the coming years to cater for the planned exponential economic and social growth across the Moree Plains.”

    Council’s budgetary process this year has been comprehensive, and I thank our staff and Councillors who have worked diligently to produce these documents. We have an ambitious capital and non- capital works program for the next financial year, and we look forward to delivering this for the community.

    “The Draft Budget and Plans are crucial to our Shire’s future, and I encourage the community to review these documents and let us know if there are any priorities we need to change.”

    Council reviews its Operational Plan and Budget and Delivery Program each year. The document is Council’s commitment to the community on how we will work towards the goals set in the Shire’s Community Strategic Plan – Our Moree Plains, Our Vision to 2032. It details what programs, projects and activities Council will undertake and how we will fund them.

    The Long-Term Financial Plan 2023–33 is a decade-long plan, which is reviewed and updated annually. The Plan aids Council in making financially sustainable decisions and how the commitments made in the Operational Plan are resourced. Council is forecasting net operating surpluses over the next 10 years.

    Some highlights of the Budget are $85million for capital and non-capital projects including $12.5million to finish the Moree Artesian Aquatic Centre refurbishment; $500,000 for improving our village halls; $4.69million towards completing our parks and sports fields projects across the Shire; and $40,000 for a new Events Partnership Fund to help support local organisations to deliver community events.

    “We also know a safe and reliable road network is critical for our community”, added Mayor Johnson.

    “That is why we have increased Council funded expenditure on the rural roads network by $1.1million over the last two years (a 14% increase), bringing the total up to $8.89million, which is 18.15% of general rates revenue. Council funded rural road resheeting has increased by 40% over the same period bringing the total up to $840,000 ($2.35million including grant funding).

    In addition, Council is spending $25million in flood recovery works and $800,000 for Council’s rural roads self help program, so we can better support and partner with landholders to improve local roads.”

    Council’s rates and charges are also on public display, with sewer, water and waste charges proposed to be increased to subsidise improvements to these essential services. Furthermore, this year’s general rate increase set by IPART is 3.7%, which is less than the current CPI of 7%.

  • Flags to fly in the Council Chamber

    Flags to fly in the Council ChamberIn recognition of the 2022 National Reconciliation Week ‘Be Brave. Make Change’ there will be a ceremony for the placement of the Aboriginal and Torres Strait Islander Flags in the Council Chamber, at 3pm Thursday 2 June 2022.

    Open to all members of the public to come along and join the ceremony at the Balo Street entrance to the Max Centre for a Welcome to Country, Smoking Ceremony and Ochre, where Councillor Mekayla Cochrane will lead the procession into the Council Chamber to install the flags.

    “As the first Gomeroi woman to be elected to Council, I am proud to be placing the Aboriginal and Torres Strait Islander flags, to be flown permanently, in the Council Chamber as a symbolism to our First Nation's community and respectfully acknowledge them as important decisions are being made" commented Cr Cochrane.

    Mayor Mark Johnson stated that “The instalment of these two flags will further signify unity and identity, an important loop in closing the gap for our community”.

    The event will conclude by 4pm when the Ordinary Council Meeting will commence.

     

     

  • Opportunity For Public to Comment on Council's 2022/23 Budget and Plans

    Following the endorsement of the Community Strategic Plan (CSP), the supporting documents—the draft Delivery Program 2022–2026, draft Operational Plan and Budget 2022–2023 and draft Long-Term Financial Plan 2022–2032—have gone on public exhibition and are available for public comment until 4 pm Monday 20 June 2022.

    Moree Plains Shire Council Mayor Mark Johnson said the wheels for the Shire’s future are in motion, however community input is still needed for the draft documents to help solidify the delivery plans.

    Council is budgeting a $748,171 surplus in 2022-2023, with a breakdown of the surplus in the following funds, General Fund $49,382, Water Fund $402,078, Sewer Fund $296,711.

    “We are in a strong position to deliver priority infrastructure projects in the coming years. Right now, is our chance to prepare for the long haul and build upon our continuing success.

    The drafts for the Delivery Program, Operational Plan and Budget and Long-Term Financial Plan are just as crucial as the CSP to our Shire’s future. I encourage everyone to review and comment on them”, added Mayor Johnson.

    The Delivery Program 2022–2026 is designed as a single point of reference for all principal activities undertaken by Council during its term of office. It is Council’s commitment to the community on how it will work towards the goals set in the CSP. All Council plans, projects, activities and funding allocations must be directly linked to the Delivery Program.

    Reviewed every financial year, the Operational Plan and Budget 2022–2023 is a sub-set of the Delivery Program. It details what programs, projects and activities Council will undertake and how Council will fund them.

    The Long-Term Financial Plan 2022–2032 is a decade-long plan, which is reviewed and updated annually. The Plan aids Council in making financially sustainable decisions and how the commitments, made in the Delivery Program and Operational Plan, are resourced.  Council is forecasting net operating surpluses over the next 10 years.

    Council’s Acting General Manager Scot MacDonald said the Moree Plains is planning for growth with improved agricultural conditions, the development of the Special Activation Precinct and the construction of the Inland Rail. Sound financial management by Council positions the region to take advantage of these factors and ensure the organisation can deliver core services to Moree and the wider community.

    Some highlights of the Budget are $77million for capital and non-capital projects including $16million for rural and urban roads; preliminary design work for sewer and drainage improvements in Pallamallawa; a range of community infrastructure improvements in Moree, Mungindi, and villages.

    At its Extraordinary Council Meeting on 23 May 2022, Council resolved to place the draft Long-Term Financial Plan 2022–2032 on public exhibition for a period of 28 days.

    The draft Long-Term Financial Plan (LTFP) 2022–2032 is an important part of Moree Plains Shire Council’s strategic planning process. One of the primary objectives of the LTFP is to test long-term community aspirations and goals against financial realities. It is also where Council and the community may decide what resources need to influence and work with other parties that they might deliver on responsibilities.

    “The CSP is a roadmap for just that, and we encourage the community to read and help us implement the Plan so, together, we can achieve our shared community vision,” said Mayor Johnson.

    The implementation of the CSP is guided by a suite of integrated plans that include specific actions Council will undertake to support the strategies identified in the CSP.

    It's Australia’s largest annual volunteering celebration, it is also a chance for all of us to recognise the vital work of volunteers, and to say thank you. 
    Council is pleased to announce the theme for National Volunteer Week 2022 is Better Together. Volunteering brings people together, builds communities and creates a better society for everyone. Together, through volunteering, we are changing communities for the better and community groups can be an excellent place to help out.

    Council is encouraging people to join a community group and to make a difference in our Shire by helping to change the Plains.

  • Nominations for the Moree Plains Elders Honour Roll 2022 Are Now Open

    Council is calling for nominations for Elders who have been building a cross-cultural understanding through their work in the Shire for the 2022 Moree Elders Honour Roll.

    In a partnership between Council and the Moree Reconciliation Committee, the Honour Roll started in 2017 and recognises the Elders who are helping to build better relationships between Aboriginal, Torres Strait Islanders and the wider Australian community for the benefit of everyone.

    Council’s Community Development/Liaison Officer Jacqui Moore said the Honour Roll is a great way to celebrate the Elders who have contributed to reconciliation in the Moree Plains Local Government Area.

    “Both Aboriginal and Non-Aboriginal community Elders who create positive change by coming up with innovative ideas and actions that make a difference should be appreciated”, said Ms Moore.

    “The Honour Roll is open to nominees 65 years and older. Elders who have passed away can still be put forward by family members too.”

    Honour Roll submissions will be accepted until 5 pm on Friday 27 May.

    As Mungindi and the surroundings will see significant river rises along the Barwon River, here is a message from our Mayor.

    MINOR FLOODING LIKELY AT MOGIL MOGIL FROM THURSDAY

    Recent rainfall upstream of Mungindi, combined with the floodwaters from Queensland, has caused significant river level rises along the Barwon River.
    Moderate flooding is occurring at Mungindi, with major flooding possible from Thursday.
    Minor flooding is likely along the Barwon River at Mogil Mogil from Thursday.
    Predictions for locations downstream of Mogil Mogil will be provided once upstream peaks are observed.

    What we are expecting:

    Based on the prediction provided by the Bureau of Meteorology:
    Mungindi
    • The Barwon River at Mungindi is likely to exceed the major flood level (7.20 m) during Thursday.
    • At this height:
    o The Mungindi – Boomi Road may close just past the airport.
    o The Carnarvon Highway may also be impacted near Gravelly Creek.
    • Further rises are possible.

    Mogil Mogil
    • The Barwon River at Mogil Mogil may reach the minor flood level (7.50 m) during Thursday.
    • At this height,
    o Banarway Crossing Road may close at Banarway Causeway.
    o Barwon River Road may close at Collymongle Lagoon Causeway.
    o Gundabloui Road, also known as the Collarenebri - Mungindi Road, may close at Moyan Crossing.
    • Further rises are possible.

    What you need to do:
    • STAY INFORMED - Be prepared to act if your situation changes.
    • Stay up to date with information. Listen to flood warnings and follow advice on how to protect yourself, family, and property.

    Beautification 01aCouncil is calling for community feedback for the Heber Street centre island and Balo and Gwydir Streets intersection blister concepts currently being trialled.

    Heber Street’s olive tree–lined centre island concept is intended to discourage oversized off-route vehicles from entering Moree’s CBD as well as improving the area’s visual aesthetic. The centre island would be between Balo Street and Roslyn Lane and would mirror those already installed on Heber Street in front of the Max Centre and National Australia Bank.

    The blisters being trialled on the corner of Balo and Gwydir Streets are designed to improve pedestrian safety and to make it easier for people to cross the street.

    The feedback gathered from the community will help determine how to best move forward facelifting the streets and improving pedestrian safety.

    Submissions will be accepted until 5 pm on Monday 16 May.

  • When Your Colleague Is Also Your Mum

    Could you imagine working with your mum? 


    PooleFrom embarrassing childhood photos being circulated around the office to co-workers witnessing petty family squabbles, these are just a couple of the reasons why many would shudder at the thought of working with their mother. 
    For Moree Plains Shire Council’s Sue Poole, Administrative Support Officer, and her daughter Kat Williams, Workshop Administrative Officer, working together has only brought them closer together. In the spirit of Mother’s Day, we share their heart-warming story. ❤️

    Sue has worked for Council for over eight years and Kat has been employed for almost 12. While Sue has taken on a range of casual admin-based roles in different departments, Kat has worked full-time in Customer Service and Engineering.
    Chiming in about her mother’s lifestyle/working hours choice, Kat laughed, “it’s really good for me because Mum can help with my daughter’s school drop-offs and pick-ups”. 
    For a six-month period, Sue and Kat got the opportunity to work in Customer Service together.

    “I loved working with Mum because I got to see her every day”, said Kat, smiling. 
    At the time, Sue was new to Customer Service and she looked to her daughter as a mentor. Kat had been working in the department for years and had a strong understanding of Council’s processes and policies.
    Explaining why the mother-daughter dynamic was so successful, Sue added, “I’m good at taking orders. Ha, ha. But on a serious note, I also know how to keep Kat calm and when to get her to take a step back in a moment of stress. Kat helped me learn a lot in the process too. We really supported each other when we worked together”. 

    While there were positives to working together in the same team, Sue and Kat faced one major challenge.
    “We couldn’t have morning tea or lunch at the same time, which was a ritual for us before Mum joined me in Customer Service. My dad would often bring us coffee, lunch to share and we would always catch up”, said Kat.
    Despite spending their days working together, the inseparable mother and daughter duo agreed it wasn’t unusual to leave at night and still call each other just to chat about something going on at home or to catch up on family life.
    With Kat also being a mother herself, she admitted she appreciates Sue and everything she has done for her even more now.
    “I don’t know what I would do without my Mum anymore”, said Kat. 
    “Kat’s my best friend”, beamed Sue. 🥰

  • 2022 Community Enhancement Fund Recipients

    Tennis.jpgThe Moree Tennis Club will be the recipient of $23,512.50 to construct a disability access ramp under the 2022 Community Enhancement Fund, which is provided as an annual contribution to the Shire from the Moree Solar Farm.

    Besides the disability access ramp, the project also includes the installation of a concrete path that will run from the main gate to the side of the clubhouse.

    Moree Tennis Club President Margie Buckley said the disability access ramp is going to be a game-changer for the club.

    “On a Friday night, we could have up to 50 kids playing tennis and some of their grandparents can find climbing the stairs to the clubhouse difficult. Prams need to be physically lifted to get into the building as well. A disability access ramp is going to change everything”, said Mrs Buckley.

    “We’ve received quotes from local builders and we’re in the process of making the decision who will construct the ramp. Things are moving fast, and our ducks are nearly all lined up.”

    At its 7 April Standing Committee Meeting, Council also resolved to provide additional financial assistance, from the Tourism and Economic Development Levy, for $5,000 towards the 2022 Moree on a Plate Food and Wine Festival and $10,000 to BAMM for the Moree Cultural Art Foundation, which will be used for family fun events.

    Moree on a Plate showcases a variety of food, wine, culture and entertainment from the Shire and surrounding region. It provides an excellent opportunity for farmers and local businesses to promote their produce direct to consumers.

    To compliment the festival, BAMM will host ‘May Sunday Fun Day’, a free event celebrating Mother’s Day. This is one of two free community events they will hold thanks to the new funding.

    Mayor Mark Johnson explained, “All three applications presented strong cases and were well-prepared. The projects will have a wonderful impact for the Moree Plains community”.

    The Community Enhancement Fund was developed from donations by the FRV Moree Solar Farm. It was established to provide financial assistance to the community, sporting and educational groups who intend to enhance the Shire’s physical or social environment, promote residents’ well-being or encourage environmental sustainability.

    FRV Moree Solar Farm’s Director Carlo Frigerio added, “Sharing genuine benefits with the Moree community is fundamental to FRV's approach. The $25,000 Community Enhancement Fund is an important initiative as it allows us to support priority community initiatives and contribute to the growth and liveability of the region”.

    Signage will be installed to acknowledge the financial assistance of Moree Plains Shire Council and the Moree Solar Farm in delivering these projects.

  • Draft Operational Plan And Budget 2021-2022

    Council’s draft Operational Plan and Budget 2020-2021 - the key document guiding Council's daily activities, capital projects, budget, and fees and charges over the next twelve months - is currently on public exhibition and open for comment.

    The 2021/2022 Operation Plan (Budget) provides for an Operating Expenditure of $58,334,570 plus Capital Expenditure of $72,919,653 providing a Total Expenditure of $131,254,223.

    Mayor of Moree Plains Shire, Councillor Katrina Humphries said: “that the development of the Operational Plan each year is a complex and time-consuming exercise and the preparation of 2021/2022 was no exception and acknowledged the excellent work undertaken by staff in the preparation of the budget”.

    Councillor Humphries also acknowledged the efforts of the Councillors who had made themselves available for a number of workshops so that they could be fully briefed on all aspects of the budget and to ensure that the budget as far as possible aligned with the Community Strategic Plan which reflects the wishes and expectations of the broader community and also maintains the existing levels of service.

    Councillor Humphries said, “that the demands on Councils budget continue to grow and make it increasingly difficult to meets these competing demands but is confident that the budget provides for an equitable spread of funding and addresses these community expectations”.

    Councillor Humphries noted that over the past few years Council has received substantial grant funding from both the Federal and State Government which had resulted in significant upgrades to infrastructure across the Shire and she thanked both tiers of Government for their support.

    General Manager Lester Rodgers in supporting Councillor Humphries’ comments said: “that Council was also expecting to receive additional funding this year to assist repair the damage to the road network caused by the March Flood Event with damaged preliminarily estimated at around $25 million dollars”.

    The flood damage monies will supplement the funding already allocated to the maintenance and improvement of Council’s vast road network.

    Mr Rodgers added that 2021/2022 was shaping up as another big year for the Moree area with the vastly improved fortunes of the agriculture sector being supplemented by both the Inland Rail project and the development of the Special Activation Precinct.

    Mr Rodgers said, “he was looking forwarded to Council continuing to assist in the ongoing development of all sectors of the shire and maximising the benefits that will flow from the considerable investment being delivered within the shire”.

    The Draft Master Plan released by NSW Government

    Draft Master Plan - Moree's Special Activation Precinct (SAP)After months of investigation, planning, design, and dedicated work, the draft Master Plan for Moree’s Special Activation Precinct is now available for public comment.

    The Plan, on public exhibition for 28 days from 18 May, will allow members of the community and businesses to provide their feedback on the future development of the Moree Special Activation Precinct, an area covering some 4,700ha.

    “I encourage everyone in the Moree Plains Shire to have a look at the document, ask questions, and have their say in what they like or don’t like about the draft Master Plan for Moree’s Special Activation Precinct,” said Mayor Katrina Humphries.

    “The Special Activation Precinct is a once in a lifetime opportunity for Moree that will help underpin a more sustainable and drought-proof economy, leading to both population and economic growth for our Shire.”

    “With approximately 2,500 direct jobs projected to be created over the next 20 years, the future of Moree is bright and we can all get involved and be part of this process.”

    Mayor Humphries acknowledged the hard work and collaboration of the NSW Government in reaching this important milestone, and also expressed thanks to Moree Plains Shire Council for their vital contribution to the planning phase of this project.

  • Mice control workshops for Bingara, Coppa Creek and Moree 🐭

    MEMBER for Northern Tablelands and Minister for Agriculture Adam Marshall has today encouraged farmers in the Golden Triangle, affected by the mice plague, to take advantage of the State Government’s recently expanded series of on-farm mice management and baiting workshops.

    Mr Marshall said workshops would be held at Bingara, Croppa Creek and Moree in the next few weeks, giving farmers the best tools and information available to manage and bait effectively for mice.

    “Bringing together the expertise of organisations such as NSW DPI, Local Land Services (LLS), the Grains Research and Development Corporation (GRDC) and CSIRO these events are about giving primary produces the best advice to manage the problem before them,” Mr Marshall said.

    “The workshops will explain to people how to determine the level of mice population on their property, reduce numbers prior to sowing, protect their crop post-germination and manage the health implications associated with the vermin.

    “Assisting local farmers will be Australia’s leading mice expert, Steve Henry from the CSRIO, who has more than 25 years experience in this field.

    “If you can’t make it to a local event fear not, the NSW Department of Primary Industries (DPI) will be broadcasting live from Cumnock this Friday so everyone can access the advice and ask questions in real-time.

    “Off the back of the drought and floods in the west of the region, I understand how much pressure the infestation is placing on households, in what should be a positive time for primary production with improved seasonal conditions.

    “Managing this problem will take a community and effort, which is why I urge as many people as possible to register, attend and access tailored advice for their properties.”
