Waste and recycling Moree Plains Shire Council provides a range of waste disposal and recycling services to our community. This includes kerbside waste and recycling collection services, landfill operations and recycling and organics processing services. We’re also responsible for managing waste throughout our streets and parks and illegally dumped waste.

Did you know?Within our Shire, 15% of items that go into the recycling bins aren’t recyclable. This is called recycling contamination and we need your help to avoid it by not putting supermarket bags, clothing and non-recyclable plastics such as coffee cups and plastic wrappers into your yellow or green bins. |

In line with our Wheelie Bin Contamination Policy, our kerbside garbage collectors will check your yellow and green bins to assess the level of contamination.
Stickers will be placed on your bin depending on the amount of contamination found. If your bins are contaminated four times, your collection service will be suspended for three months.
So please take the time to sort your items correctly.
Your red lidded bin is collected weekly and is buried in landfill, so it’s important to minimise what you place into your red bin. Only general household waste should be placed in your red bin. This includes items such as disposable nappies, ceramics and crockery, animal droppings, plastic wrappers and bags, packing foam and broken glass.
Your yellow bin is for recycling and is collected fortnightly. Placing your recyclables into your yellow bin helps us reduce the amount of waste we send to landfill. The yellow bin is for cardboard cartons, newspapers, glass bottles and jars and plastic bottles and containers. Once your recycling is collected, they are sorted into product categories, sent to manufacturers and turned into brand new products.
Your green bin is for organic waste and is collected fortnightly. Your green bin is for tree prunings, thin branches up to one-metre-long, flowers, weeds and grass clippings – while your kitchen caddy stores food scraps and tea bags for you to add to your green bin.

Cleanaway process the contents of your green bin at the Moree Organics Facility and turn it into much-loved mulch and compost for the whole community, so please keep plastics and non-organic materials out of your green bin to avoid contamination.

How to book a pick up
We’ll remind you about a collection in your area via mail two weeks prior to the date but we’ll also promote the collection date on our Facebook page and website. Once the collection date has been confirmed, you can book your pick up online, or by calling our Waste Hotline on 1300 736 719.

Moree Plains Shire Council is committed to providing waste minimisation and recycling solutions to our whole community. We have various waste management facilities throughout our Shire, including the Moree Waste Management Facility and nine rural landfill sites.
The Moree Waste Management Facility is our main waste centre, located at 57 Evergreen Road, which is off the Newell Highway, south of Moree. The modern facility is a solid waste landfill licensed by the NSW Environment Protection Authority to receive and process a wide variety of general solid and special waste.
The facility is open seven days a week from 7.15am to 4.15pm, excluding New Year’s Day, Anzac Day, Good Friday, Easter Sunday and Christmas Day.

Did you know?Our waste management facilities also process waste from surrounding Shires. For example, our Organics Facility processes waste not only from Moree but also Narrabri and Gwydir Shires. We also work with other communities to maximise our recycling efforts. Comingled recycling from Moree and Gwydir Shires is transported to Narrabri where its hand sorted and distributed to manufacturers across Australia to create recycled products. |
Free disposal of household wastes
The Moree Waste Management Facility offers free disposal of domestic waste, however, your waste must be sorted into recycling, green waste or general waste.
There is also free drop off points for the recycling of chemical containers, white goods, wood, metals, as well as the Community Recycling Centre for e-waste, motor oil, batteries and other household waste.
Some domestic waste items, such as tyres and asbestos have a disposal fee. Commercial waste and construction or demolition materials also incur a cost. Payments can be made by EFTPOS. You can view the fees for the disposal of all other waste items here.
Free compost and mulch
To help your soil retain moisture, you can order free compost by calling the Waste Hotline on 1300 736 719 or emailing This email address is being protected from spambots. You need JavaScript enabled to view it. `In addition to compost, you can also collect free mulch from the Moree Waste Management Facility. Mulch helps to conserve water, reducing the need for irrigation while moderating soil temperature.
Smaller landfills
Below are locations and operating times of smaller landfills across our Shire. These facilities offer free waste disposal and are for domestic waste only. All commercial and industrial waste must be taken to the Moree Waste Management Facility.

Fees and charges
The Moree Waste Management Facility charges a variable disposal fee determined by the type of waste. Some items, such as hazardous or industrial wastes, are difficult and costly for us to process and therefore carry a higher fee. While the majority of domestic waste can be disposed free of charge, waste generated by commercial or industrial enterprises incur a fee. Not all household waste can be put into your kerbside bins. The Moree Community Recycling Centre, funded by the NSW Environmental Protection Authority, offers a free and easy solution for the disposal of problem wastes such as fluorescent lights, smoke detectors, paint, gas bottles, fire extinguishers, batteries and oils. The Centre is located near the Moree Waste Management Facility, at 57 Evergreen Road, which is off the Newell Highway, south of Moree.

Most of the items accepted at our Community Recycling Centre can be reused or recycled. By taking your waste to the Centre, you are helping to recover materials and save water, energy and other valuable natural resources. For example, paints are mixed with other waste solvents and used as an alternative to fuel in cement kilns –the metal containers are also recycled. Pallets, crates and timber offcuts are shredded into recyclable wood chips and used as mulch or cover for landfill.
How to recycle your other household items
There are various ways to recycle your other items which are not accepted by our Centre. You can return unwanted or outdated medicine to your local pharmacy and will be able to dispose of the bottles safely. You can also donate your old clothes, books and some household items to local charity shops, such as:

Your used drink containers can be taken to the NSW Government’s reverse vending machine located in Council's carpark where Coles is located. You’ll receive a 10 cent refund per eligible container.
Recycling your chemical containers
Safely managing surplus chemical containers is important for landowners and our environment. You can choose from the following options to safely recycle your unwanted agricultural chemical containers for free.
drumMUSTER
drumMUSTER approved containers must be correctly cleaned (triple rinsed) and air dried, as they will be inspected as they are brought into Council’s waste facilities. Unclean or partly filled containers will not be accepted.
Since its inception in 1999, drumMUSTER has collected and recycled more than 36 million chemical containers across the country. These items have been recycled to produce everyday items such as street signs, irrigation piping, plant stakes and outdoor furniture. The Moree Waste Management Facility and Bingiuy, Boomi and Garah landfills have a drumMUSTER collection.
ChemClear
ChemClear aims to help the users of agvet chemicals manage chemical storages by offering a safe collection and disposal service.
While the Moree Waste Management Centre does not offer a ChemClear collection, you can arrange a booking by visiting the ChemClear website.
Safely dispose of asbestos
Asbestos was used widely in the construction industry from the 1950s and 80s. Although now banned from use due to significant health implications from exposure to asbestos fibres, it is still possible to encounter asbestos.
Undisturbed, asbestos-containing products are safe because the asbestos fibres are bound together in a solid matrix. But, if cut, drilled, sanded or otherwise machined, these products release harmful asbestos fibres into the air.
Given that any board-building material over 20 years old could potentially contain asbestos, it is essential to identify asbestos-containing products before renovation or demolition. The most accurate way to find out if your fibro contains asbestos is for experienced people to inspect and test it. You cannot tell by looking at it.

Safe disposal
How do I dispose of it safely?
Asbestos can be disposed of at the Moree Waste Management Facility. Community and contractors need to follow the below steps so Council can accept asbestos waste safely:
- 1. All deliveries over 100kg must be booked in with Waste Facility staff at least 24hrs prior by calling 02 6752 9013 and providing:
- • Transporter name/company
-
- • Type of asbestos (friable/bonded) including a description e.g. bonded sheets, soil, tiles
-
- • The address the waste was generated from
-
- • Estimated kg/tonnes to be disposed of and/or number and size of loads
-
- • Expected delivery date and time.
- 2. Asbestos material presented to site must be wetted down, double wrapped in heavy-duty polyethene (min 200µm thickness), sealed with adhesive tape and labelled asbestos.
- 3. Unloading should be by hand to minimise the risk of the plastic tearing and generating dust (no tipping or running out of material). If there is a tear exposing asbestos, the contractor is required to wash down the plant with Council’s wash system prior to leaving the Facility.
- 4. For major loads (more than 10t or multiple truckloads), in place of Step 3, the contractor will need to provide in writing to the Waste Manager packaging arrangements and the unloading procedure that prevents ruptures and dust generation. Notification should be sent to

Safely dispose of sharps
Sharps include needles, syringes, lancets and other injection equipment. You can take them to a number of community collection points which are listed below, where disposal is free of charge. Before you transport and dispose of sharps, make sure they are contained in a safe sharps container, and never place them in your kerbside or public street bins.

EPA Licence Monitoring and Data
The Environment Protection Authority (EPA) issues environment protection licences to the owners or operators of various industrial premises under the Protection of the Environment Operations Act 1997 (POEO Act). Licence conditions relate to pollution prevention and monitoring, and cleaner production through recycling and reuse and the implementation of best practices.

To report illegal dumping
Is the dumped waste an emergency, does it include toxic fumes, a large chemical spill or asbestos? If so, please call 000 and report it immediately.
Report other dumped waste via RIDonline, the EPA’s online reporting service, or call them on 131 555 or Moree Plains Shire Council on (02) 6757 3222.
Be an Environmental CrusaderCouncil calls on you to help stop illegal dumping of rubbish on private and public land. Illegal dumping degrades the environment, risks public health, looks terrible and the community pays a high cost to clean it up. We’ve spent thousands of ratepayer dollars investigating and removing illegally dumped materials around landfills, road sides, river banks and open spaces and we’re keen to catch offenders and penalise them. Come forward and report people who are dumping illegally. Reporting can be done anonymously but it is important to relay as much information as possible so we can investigate the incident. We need to know where and when the dumping took place, the type of vehicle and registration and photographs are of great help. |
