  • Council hosts Weight of Loads Conference

    Cr Mongomery Opens the conference

    Did you know? It costs approximately $496, 000.00 per kilometre to replace sealed rural roads.

    Moree Plains Shire Council hosted the conference which saw Weight of Loads Inspectors arrive in Moree from all over the state of New South Wales. Cr Mike Montgomery opened the 2023 Weight of Loads Conference, a bi-annual event which took a hiatus during COVID-19.

    Weight of Loads Inspectors came together for this two day conference as an opportunity for training, forums, discussions around better collaboration and joint operations, updates to laws and regulations and to work on a Weight of Loads program, a program to protect all Council’s across NSW road assets.

    The importance of the Weight of Loads program and ensuring heavy vehicles in our shires are loaded correctly and use only authorised routes is highlighted when we consider the combination of the reduced life of pavements and their replacement cost.

    We would like to thank our keynote speakers, National Heavy Vehicle Regulator (NHVR), Revenue NSW, Peel Highway Patrol and local physiotherapist Rachel Bell.

  • Livvi's Place at Jacaranda Park - Creating a more Inclusive and Connected Community

    It is time to get pumped about the current development occurring in Jacaranda Park while we work on delivering the Masterplan.

    Construction work on the Pump Track is underway and during the construction period, certain areas of the playspace may be temporarily closed off for safety reasons.

    Designed with every person in our community in mind to promote adventure and nature play in an inclusive and intergenerational playspace through the installation of new equipment, safety enhancements, landscaping and beautification and accessibility improvements.

    We look forward to letting the community know when the Pump Track is open to the public.

    To create this fun and engaging space, where we can all gather and play together, we are working in partnership with the Touched By Olivia Foundation. Funding was secured by the Legacy project under the Department of NSW Dept of Planning and Environment (DPIE), with Variety-the Children's Charity funding the Masterplan and additional funding from the TED reserve for stages one and two.

  • The Moree Civic Precinct Redevelopment

    Critical foundational upgrades, refurbishments and modernisation were needed to create a welcoming and functional space that reflects the needs and aspirations of the community well into the future.

    Tenders for the installation of a padmount transformer were resolved at Council’s Ordinary Council Meeting on Thursday 17 August. The padmount transformer is critical for the electrical distribution and to assist with the Heating Ventilation and Air Conditioning (HVAC) system, electrical and audio upgrades.

    This exciting opportunity to revitalise and modernise Moree’s multi-functional public space to better accommodate the needs of the community has been made possible through Resources for Regions, Restart NSW Fund Contribution (Create NSW), Local Roads Community Infrastructure, Drought Communities Program and Moree Plains Shire Council.

  • LandCruiser Enthusiasts – This is a night for you

    Long Drive for Drought

    This Friday night the drought angels cruise into Moree as they raise money for Aussie Farmers.

    Moree is the first stop on the 2,500 kilometre convoy as the group decent on 15 towns to raise money for drought-stricken communities.

    Stopping at the Moree Showgrounds everyone is invited to come and meet the drought angels and be entertained with Mel & Susie from Lightning Ridge, local singer Kyla-Belle, plenty of friendly novelty events throughout the night, BBQ and much more!

    So, throw on a ‘Flanno’ for a farmer and come and see the showcase of 40 series LandCruisers this Friday night, 25 August 2023 from 6pm at the Moree Showgrounds.

    Enter via the Albert Street entrance with a gold coin donation, bring a chair or a picnic blanket.

  • Policy Review

    Development Contributions Plan

    At its meeting on Thursday 17 August 2023, Council resolved to place the Development Contributions Plan on public exhibition for a period of 28 days.

    A copy of this Policy can be viewed by clicking on the name of the policy listed above.

    Local infrastructure contributions, also known as developer contributions, are charged by councils when new development occurs. They help fund infrastructure like parks, community facilities, local roads, footpaths, stormwater drainage, sewer and water infrastructure.

    1.  That Council’s existing Section 7.12 Contributions rates of levy be endorsed, as outlined below:
    (a)  for a proposed cost of up to and including $100,000—nil, and
    (b)  for a proposed cost of $100,001–$200,000—0.5%, and
    (c)  for a proposed cost of more than $200,000—1%.

    2.  That Council’s Section 7.12 Contributions exemptions be expanded to include affordable housing, seniors housing, disabled access, adaptive reuse of a heritage-listed item and rebuilding/repair works after natural disasters.

    3.  That items 1 and 2 in this Recommendation be reflected in a draft Section 7.12 Development Contributions Plan to be brought to Council for endorsement and public exhibition.

  • Recognising Fifteen Years of Work Done by The Honourable Mark Coulton MP

    Today Councillors and Council Senior Management recognised and congratulated the Hon Mark Coulton MP on his fifteen-year political career and thanked him for the wonderful work he has done on behalf of the Moree Plains Shire and the Electorate of Parkes.

    The electorate of Parkes covers over 393,000 square kilometres, one of the largest in Federal politics and includes over 109,000 electors.

    Mark has been and continues to be a champion for regional Australia and has paid particular focus on communication and transport over his career.

    During the six terms of his political career which commenced in 2007, Mr Coulton has held numerous portfolios and responsibilities including.

  • Celebrating 50 Years with The Moree Day View Club

    Moree View ClubMoree Day View Club is celebrating its 50th Birthday this year and to celebrate they are having an exhibition at the Moree Community Library.

    The Exhibition will be on display for two weeks from today, Monday 14 August until Thursday 1 September 2023.

    The exhibition showcases the history of the club such as artifacts and events that the club has held, the club's achievements and a great collection of photos of past and present members over 50 years.

    Local History & Digitisation Officer Tian Harris remarked “This exhibition is very special as it showcases one of our community’s oldest groups still active today. What has been achieved over the 50 years is remarkable and truly inspiring”.

    Elders 12A wonderful response has been received with the unveiling of the '12 Elders’ Exhibition on Friday at the Dhiiyaan Aboriginal Centre (DAC).

    Storytelling is the core of culture, fundamental and powerful, with each portrait telling a story, their story, of their achievements and their families.

    If you haven't had an opportunity to come along and read their stories, there is still time.

    The Photographic Exhibition will be on display for the month of August 2023, so pop on into the Dhiiyaan Aboriginal Centre (DAC) and immerse yourself in their messages.

     

     

  • A Show-Stopping Weekend Across The Moree Plains

    Moree Plains Shire Council was proud to have supported two fundamental events across the Shire over the weekend, with Pallamallawa hosting the Inaugural Pallamallawa Vintage Tractor Pull and Mungindi’s annual show, celebrating 125 years.

    Tractor Pull in PallamallawaFor farmers and tractor enthusiasts, the idea spawn behind showcasing tractors young and old was to provide a space where people could come together and ‘have a chat’ to help promote and support mental health after drought and COVID-19 while being entertained by the tractor-pulling competition.

    Dog High jumping competitionThe Mungindi annual show was jammed packed full of entertainment with the campdraft, header Vs picker derby, drum throwing competition, live reptile displays, poets’ breakfast the dog high jumping, and that wasn’t all the entertainment on offer!  

    Council quarterly contributes funds through public donations to support initiatives to enhance the cultural vibrancy of our communities, that promote community cohesion and engagement through events, festivals, or celebrations.

    Council can support a wide range of causes, with requests for assistance for public donations by Council now open.

    Applicants must complete and submit a Public Donations Application Form no later than 5 pm on Friday, 15 September 2023 for Public Donations for the period from July to September 2023.

    In accordance with Council’s Public Donations Policy, applications received after the deadline will not be considered until Council’s first meeting in the next calendar quarter.

    Applications will be presented to the Council at its Ordinary Council Meeting in the meeting in September 2023.

  • Balo and Heber Street Road Closures

    Scheduled Works Moree Plains Shire Council wishes to notify businesses and residents of the Moree CBD that Balo Street (between Gwydir and Albert Streets) and Heber Street (between Frome and Auburn Streets) will be closed on the following dates between 6am to 4pm on the following dates.

  • A Short Closure of The Moree Artesian Aquatic Centre (MAAC) Pools

    Council would like to inform the community that due to urgent maintenance works all pools at the Moree Artesian Aquatic Centre (MAAC) will close on Tuesday 8 August for 4 days as Council has secured a contractor to complete these essential works.

    While we understand that this is short notice, we expect operations to resume at the MAAC from 8am, Saturday 12 August, allowing patrons access once again to the Passive and Program Pools at the Centre.

    Acting General Manager, Nick Tobin stated “We understand that this closure may cause inconvenience and disruption to patrons plans while we undertake repairs to the liner in the Program Pool and tile maintenance on the Passive Pool.

    During the closure, the reception at the MAAC will remain open allowing Belgravia Leisure to operate the gym and café, and assist patrons with any enquiries from 6am to 7pm.

    I would like to advise that Council has already gone out to selective tender for the clubhouse, 50m pool and grandstand, with applications closing on 14 August 2023.

    As contractors become available, progression continues on the Active and Wellness Pool with the newly laid re-enforcement in place, with concreting to commence in the Wellness Pool, while the Active Pool is at the stage of having plumbing works tested”, said Mr Tobin.

    We apologise to users of the MAAC for this brief closure, however, it is necessary for the outcome of a larger scope of work to be conducted for the MAAC redevelopment.

    Council remains committed to the MAAC redevelopment with $16,668,389 in budget, including $6,735,270 secured in NSW State Government funding.

  • Gwydir Day Care and Preschool – A Message From The Mayor

    Gwydir Daycare PreschoolThe purpose of this message is to provide an update with regard to Gwydir Day Care and its current operations. Firstly, let me apologise for the significant inconvenience and disruption the operations have caused local families. As an employer of parents impacted by the disruption I understand the complications the day-to-day uncertainty causes, not only for those families directly impacted but also for the business they work in.

    Presently as parents would be aware our greatest challenge is to resource the centre at appropriate levels. Our present staff levels limit the ability to operate the Centre at full capacity. When these numbers are then impacted by staff leave particularly sick leave which is mainly unplanned our only option is to close the Centre when we are unable to meet the statutory ratios. This issue has been further complicated by the departure of the Centre’s director.

    We presently have an application with the Department of Education to allow some flexibility around the staffing requirements to allow the Centre to continue to operate whilst we are in this recruitment phase. Whilst we are yet to receive the outcome of the application the Department has verbally confirmed we are able to operate under the current staffing arrangements until we get their formal decision. We have also engaged the assistance of Mr Adam Marshall who has discussed this matter with the Minister for Education.

    In terms of the recruitment process, our General Manager Nick Tobin and his team are aggressively pursuing additional team members. This process has included all the usual social media platforms, temp placement firms and directly contacting potential candidates. We are also reviewing the current employment package offerings and arrangements to see how these may be restructured to make the Centre a more attractive employment option.

    We are also working with other local organisations in this service space to make sure we are considering all options to ease these resourcing pressures.

    As I have said many times Gwydir Day Care is a very important and essential component of our Council. We are committed to ensuring its operational success. This financial year will see an external review conducted to assist Council set the Centre up for success well into the future.

    Presently however those operations are less than satisfactory, and we recognise the inconvenience and frustration this is causing local families. We recognise also at times that communication could have been better and Nick and his team are very much aware of this, and steps have been taken to improve this process.

    Finally, can I also make mention of the staff at the Centre who are working hard under at times difficult conditions, I thank them for their efforts.

    I also thank our parent community and ask for your ongoing patience as we work through these current issues.

  • Forthcoming Work to Install Wombat Crossings On Balo Street

    The two pedestrian crossings on Balo Street, before Gwydir and Albert Street(s) will be closed to traffic on Thursday 25 August and a part of Friday 26 August while works take place to create wombat crossings; raised platforms that give prominence to pedestrians and encourage motorists to slow down upon approach.

    The Moree CBD will continue to be accessible to cars via Heber Street and parking will be available as normal.

    Council is working to minimise disruptions to community members and businesses.

     Moree Plains Shire Council is seeking 'Tenders' from appropriately qualified, suitably experienced and adequately resourced companies to submit quotations for the following contract:

  • OPEN - Stronger Country Communities Funding 

    Calling all community groups!

    stronger countryThe Stronger Country Communities fund is currently open and $450 992 has been allocated to community organisations in Moree Plains Shire for local community and sporting infrastructure, street beautification, projects that improve accessibility and inclusion for people with disability, projects that improve outcomes for Aboriginal people, community programs and local events. Eligible community applicants are community organisations registered as incorporated associations, not-for-profit community organisations registered as public companies and Local Aboriginal Land Councils.

    Eligible Applicants must have or be able and willing to purchase at least $20 million in public liability insurance.

    Eligible Applicants are encouraged to work with key local stakeholders including their local Members of Parliament, local council, peak sporting or cultural organisations to identify priority projects in their Local Government Area to ensure projects with high community support are submitted. Applications close on 23 September 2022 at 5pm.

    28 Balo Street AbridgedOn 5 August 2022, Moree Plains Shire Council finalised the purchase for the following property (‘Land’).

    The Land is ‘public land’ for the purposes of the Local Government Act 1993.

    Council gives notice that it intends to pass the following resolution under section 31 of the Local Government Act classifying the Land ‘operational’ for the purposes of Part 2 of Chapter 6 of the Local Government Act 1993:

  • Local Government Exhibition is a Success

    2022 08 08 Local Government Exhibition is a Success PhotoTo coincide with Local Government Week 2022 (1–7 August), the Moree Community Library is hosting an exhibition that takes a deep dive into the history of Council and government in the Shire. It has been popular with community members as well as past and present Councillors coming to see it.

    The exhibition, called ‘Moree Council Then & Now’, is the brainchild of the library’s Local Studies and Digitation Officer Tian Harris and she said she is touched by the community’s excitement in embracing it.

    “‘Moree Council Then & Now’ is very much a celebration of the Shire’s history and doesn’t just explore Council’s influence on the region. It also highlights Council staff’s contributions and major events the Moree Plains has experienced in the last 130 years”, said Ms Harris.

    Ms Harris said the exhibition’s content took her four months to research thoroughly.

    “I went through old newspaper articles, archived Council documents, historical material that had recently been digitised and I cross-referenced everything as I went”, said Ms Harris.

    “Council’s Records department was beyond helpful and provided me with a treasure trove of information.”

    “I also interviewed past Councillors and heard their fascinating stories”, added Ms Harris.

    “I especially loved picking the brain of my grandfather Claude Magarry. His insights as a Council employee of 45 years and then as a Councillor were special to me.”

    Moree Plains Shire Council’s Community, Culture and Libraries Manager Alisa Akins said she is proud of the exhibition, Ms Harris and the library team.

    “Tian worked hard putting the exhibition together and the whole library team pitched in to help set it up”, said Ms Akins.

    “Tian proposed a floor plan and the team, including Tian, and I worked together tweaking it as we went. In between other projects, the exhibition took about a week to get into place, and it looks great.”

    “‘Moree Council Then & Now’ is just a small taste of what the Moree Community Library has in the pipeline, and we can’t wait to share more with the community.”

    Ms Harris said, “I’d like to thank everyone who contributed and made the exhibition a success”.

    ‘Moree Council Then & Now’ will be on display at the Moree Community Library (36 Balo Street, Moree) until the end of August.

  • Sandbags On Balo Street

    When driving down Balo Street, Moree, motorists will notice the temporary sandbags on the road, these are in place for 2 weeks as a trial of a concept design for centre island trees to improve the appearance and aesthetics of Moree’s CBD.

    Acting Engineering Director, Alan Lawrence said “the centre island trees concept evolved from the need to provide more trees, shade, and an aesthetically pleasing CBD once the Ficus Hillii’s are removed along Balo Street.

    “The sandbags are placed for a couple of weeks and modification of the design can be made to suit driver behaviour”, said Alan.

    The project is part of the works to improve Moree’s CBD traffic calming and pedestrian safety. It is being funded under Phase Two of the Australian Government’s Local Roads and Community Infrastructure (LRCI) program.

    “This grant is an excellent opportunity to enhance our main street, however, if the trial of the island proves problematic, they will be reduced in size and /or number, as pedestrian and driver safety is our first priority”, added Alan.

    Council is trialling these concepts and your feedback and comments are welcomed.

  • Sewerage Test Results – Good News for the Community of Moree Plains Shire Council

    Following the detection of COVID-19 fragments in the Moree sewerage system, the additional testing done at Sydney Water yesterday has come back with a negative reading.

    “I know there has been understandable anxiety since the first report of traces of COVID-19 in our sewerage and this will come as a great relief to our communities in the Moree Plains, but this must not stop us from being compliant and doing the right thing. I urge you all to get tested, get vaccinated, and follow the stay-at-home rules, where possible”.

    A visiting person to a rural property in the Moree Plains Shire over the weekend had received a positive result to COVID-19 from a test done in their hometown. That person has since left the Moree Plains Shire and any close contacts on the rural property are now isolating and being monitored.

    Everyone is being urged to monitor for symptoms and if they appear, immediately get tested and isolate until a negative result is received.

  • Fast-Tracking Sewerage Sample

    Following today’s announcement of COVID-19 fragments found in the Moree sewerage system, Council is being proactive in fast-tracking a sewerage sample to Sydney Water for analysis on Monday morning.

    Our normal procedure with the ‘Sewage Surveillance Program’ has been to sample once a week in alignment with the Moree to Sydney Qantas flight, allowing the freshest sewerage sample to be analysed at Sydney Water. However, due to the reduction in Qantas flights departing from Moree, this is not a feasible option at this stage.

    As a safety precaution, we and the greater community want fast results on a new sample which will be undertaken and logistically delivered to Tamworth to go on a flight to Sydney, ready for analysis in front of our normal sampling schedule.

    Council’s negative result update announced on Friday was based on the NSW Health portal information as of the close of business on Friday 27 August at 5pm.

    Council was notified regarding the positive fragments in the sewerage for COVID-19 was not received until late Friday night and a confirmation phone call was later received mid-morning today when updates to Councils Facebook occurred.

    "However, this is a good wake-up call to the community to get out get tested and wonderful to see so many taking advantage of the vaccination clinic today at the Moree Services Club".

    “Please all continue to sanitise, wear your masks, and abide by the NSW Health Orders, we understand this result is unprecedented for our community, but together we can get through this” said, Mayor Katrina Humphries.

    There are currently provisions for COVID testing at the Moree Gateway. People can still get their vaccinations through the Moree District Hospital, Frome Street Medical Centre, and at the Pius X Aboriginal Corporation.

    The community will be kept up to date with these results as they come to hand from this additional sewerage sample.

    This morning Moree’s most recent sewage test result has returned a low positive reading for COVID-19 fragments.

    Moree Mayor Katrina Humphries stated, “My understanding is it is such a low reading for COVID-19, that no urgent notifications were received by the Mayor, General Manager Lester Rodgers, our Moree Police, or local member Adam Marshall by close of business on Friday”.

    "However, this is a good wake-up call to the community to get out get tested, and take advantage of the vaccination clinic today the Moree Services Club".

    "Additional sewerage samples will be submitted for testing as soon as possible and the community will be kept up to date with these results as they come to hand".

  • Super Saturday of Vaccinations Rolling into Moree This Weekend

    THE push to vaccinate as many Moree and district locals as quickly as possible will receive an enormous and literal ‘shot-in-the-arm’ this weekend when the popular University of New England Medical Centre Mass COVID Vaccination Hub rolls into town for a Super Saturday free walk-in clinic.   

    Announcing the news today, Member for Northern Tablelands Adam Marshall said that in response to community demand the decision had been made to take the mass vaccination hub on the road again, following hugely successful clinics in Armidale and Inverell recently.

    Between 9am and 3pm this Saturday (28 August), ANY member of the public over the age of 18 (medical history considered), will be able to walk into the More Services Club, roll up their sleeve and receive their first or second AstraZeneca jab.

    “This is an amazing opportunity for Moree locals to get their COVID jab this Saturday, easily and quickly,” Mr Marshall said.

    “Just as the Inverell and Armidale communities have responded overwhelmingly over the last two weeks, now it’s Moree’s chance to turnout in their droves and get vaccinated.

    Moree Super Saturday Mass Vaccination ClinicIt couldn’t be easier on Super Saturday in Moree to get your jab – just pull out your Medicare card, put on your mask, turn up and roll up your sleeve.

    “This all about providing people in the Moree district with even more opportunity to get their vaccination now, supporting the efforts of our local GPs and pharmacists.

    “Understandably, demand for vaccinations has sky-rocketed with the events of the last few weeks and this is a local solution to meet that demand and make it as easy as it can be to get jabbed.

    Figures released yesterday showed almost 48 per cent of the population (15 years and over) of the Moree Plains Shire has already received their first dose of vaccine, while an impressive 26 per cent were already fully vaccinated.

    “The Moree and surrounding communities have done a great job so please take advantage of this opportunity and together let’s make Moree’s Super Saturday a smashing success!

    Mr Marshall said the Moree Vaccination Hub would have a full complement of doctors and nurses on hand, putting as many jabs in arms as they possibly can this Saturday, with vaccine supplies being boosted with delivery by NSW Health, and providing health advice to those who had questions about vaccines.

    “If we have more demand than can be catered for this Saturday, we’ll see this hub run on additional days as well, as we don’t want to see anyone who wants a jab to miss out,” Mr Marshall said.

    “Those who receive a jab this Saturday will be booked in for their second dose, in four weeks’ time.

    “Rest assured, receiving a vaccine is a reasonable excuse to leave home under the lockdown stay-at-home order.”

    COVID marshals will be present on the day to ensure mask wearing, social distancing and provide hand sanitiser.

    “I want to sincerely thank the team at the UNE Medical Centre and Vice-Chancellor Brigid Heywood for their support and supporting our community with this wonderful initiative.

    “It’s vital we get our vaccination rates up, not only to protect our fellow citizens but also to get our lives back to some form of normality, free of lockdowns and other restriction measures.”

    Almost 1,400 people have already been vaccinated in Armidale and Inverell through the UNE Medical Centre Mass Vaccination Hub.

    The Super Saturday Moree Mass Vaccination Hub will operate between 9am to 3pm at the Moree Services Club, 3 Albert Street, Moree.

    Well, we are halfway through our lockdown, and I thank every one of you who are taking this lockdown seriously, as the sooner COVID infections in NSW reduce the sooner we can get back to our families and loved ones.
    No one wants to have an outbreak here, so continue to stay sanitised, masked, distanced, and patient.
    We must not lose sight of a less restricted future, full of hope and sunshine, and we need to be very aware not to get too down emotionally.
    Take advantage of a good sleep-in where possible, and there is no crime in smiling behind your mask as your eyes send a message of warmth.
    Our reward will be staying well and hopefully COVID-free, and that is reason enough to cope with this (hopefully not too long) lockdown.
    Love and strength to you all, no matter where you live or what your circumstances are.

    The development application and accompanying documents may be inspected on Council’s website and on the NSW Planning Portal for a period of 21 days from the date of this notice.

    Any person may make a written submission in respect to the proposed development clearly stating their name and address and should the submission be an objection, the grounds must be specified. 

    Submissions must be made in writing to the General Manager and can be lodged electronically, by mail, or fax before 5.00 pm on 17 September 2021.

  • Gap-Fee Waived at Moree’s Gwydir Day Care and Preschool

    Gwydir Daycare PreschoolDue to regional NSW going into a forced lockdown on Saturday, 14 August until Sunday, 22 August 2021, Council has waived the gap between fees charged by its Centre and the Child Care Subsidy (CCS) received for children attending Gwydir Day Care and Preschool, during this time only.

    “With the gap, waived families will not have to pay any out-of-pocket costs for those days that their children are at home, during the current stay at home period,” General Manager, Lester Rodgers said.

    “This is another measure that will make life easier for many families in our shire during these challenging times.”

    Should the NSW lockdown extend past 22 August, Council would look to review this kind gesture on a week-to-week basis.

    Education and care services are considered essential services and may remain open unless directed by NSW Health.

    “Importantly, this means Gwydir Day Care and Preschool can continue operating so that families who are unable to keep their children at home during this time continue to have care options.”

    Stay at home rules are in place to help stop the spread of COVID-19. NSW Health urges people to continue to present for testing with even the mildest of cold-like symptoms and be sure to complete the QR CODE Check-in.

    Amendments to Council's 2021-2022 Fees and Charges

    At the Extraordinary Meeting of Council held 29 July 2021, Council resolved one additional tier in the levying of fees for water consumption to be placed on public exhibition for a period of 28 days.

    The amended fee can be viewed in Council's amended Revenue Policy 2022, under the title - (b) Consumption Water Supply – Stage 1A Moree Special Activation Precinct First Movers. As this fee was not included in the exhibited version of the Operational Plan and Budget 2021-2022 it is now separately exhibited for 28 days in accordance with Section 610F of the Local Government Act NSW 1993. Council will need to consider submissions arising from the public display before this fee can be imposed.

    Community facilities that remain closed are:
    ❌ Face to Face customer service in Moree
    ❌ All planned sporting events on Council open spaces
    ❌ Public toilets - ✅ with exception to the public toilet facility on Balo St (between Harvey Norman and Amcal Chemist) - regular additional cleaning services will be done
    ❌ Council managed community halls including the Moree Town Hall (which is currently closed due to renovations)

  • Blueberry Road, Kerb and Gutter Rehabilitation

    Council wishes to advise that planned kerb and gutter rehabilitation will be carried out commencing  Monday, 16 August 2021 in Blueberry Road.

    The proposed duration of the works is six weeks, weather permitting.

    Council advises that residents and drivers may need to consider alternate parking arrangements at various stages during this work. There will be limited access to driveways during the works. Council wishes to advise that these works may also cause inconvenience to some residents in Brigalow Drive. Council apologies for any inconvenience that this may cause.

    Council will have traffic control in place and will facilitate these works to ensure public safety.

  • Postponement of Local Government of Local Government Elections

    Due to the ongoing COVID-19 pandemic and current Public Health Orders impacting Greater Sydney, the NSW Government has postponed the NSW Local Government elections and announced Saturday 4 December 2021 as the new date.

    “This new date has delayed the commencement of new Councillors, however, the health and wellbeing of the community must come first”, said Council’s General Manager Lester Rodgers.

  • More Room for Moree Waste

    Extending The Life of The Moree Waste Management Facility

    Moree Plains Shire Council is undertaking a $3.6 million Council-funded project at the Moree Waste Management Facility to secure more room for Moree’s waste.

    With the landfill cell at the Moree Waste Management Facility reaching capacity, Council set aside funds in 2018 to investigate the best approach to accommodate the community’s future waste needs, which included either extending the existing cell or opening a greenfield cell.

    Meals on Wheels is an essential service offered throughout Moree and Mungindi, visiting 36 elderly clients a week and delivering around 120 meals.  

    At the beginning of the year the volunteer base for Meals on Wheels in Moree diminished.

    In order to best advocate for its local businesses when liaising with State and Federal Governments and applying for grant funding for key projects, Council is conducting a Business Confidence Survey.

    The survey will assist in determining how our local industries are currently tracking, as well as key obstacles and opportunities for future development. With Small Business Month in October quickly approaching, survey respondents are also asked to Have Your Say as to how Council can best support your business through training and networking opportunities.

    Council recognises that many local businesses are owner-operated and time poor. In order to thank businesses for their time and contribution in completing the survey, respondents will go in the draw to win one of two $250 Love Local Gift Cards.

    The Business Confidence Survey was first released by Council in 2016 and at the time, provided Council with baseline data regarding our local businesses and economy as well as identifying opportunities and challenges for the future. The data obtained from the survey was utilised to guide Council’s Economic Development functions, as well as advocate for cornerstone projects such as the Moree Special Activation Precinct.

    “Since the last time we surveyed our local businesses, our business landscape has changed considerably and we would like updated responses and statistical data in order to formulate economic strategies that support our local businesses and meet the new challenges,” said Moree Plains Shire Council’s Acting Manager of Economic Development and Grants Susannah Pearse.

    “It is an understatement to say that our local businesses have endured, and continue to persevere, in the most of inconceivable of circumstances. After a once in a century drought, the unprecedented challenges presented by COVID-19 have been a particularly devastating blow, but we have been astounded by the resilience of our local businesses.

    “This 5-minute survey provides businesses with an opportunity to connect with Council, to Have Your Say and to be part of the collective local business voice.

    This year, Small Business Month is aiming to help small businesses reboot, upskill and focus on recovery to address the challenges 2020 has presented. Council is planning on creating and delivering an online workshop that aligns with a theme of Small Business Month but is of interest to local businesses in the Shire; the themes include:

    • Building your brand on social: How to market your business on social media, build your brand, protect your reputation and attract the customers you want
    • Working with digi-tech: Present, promote and grow your business online and learn the latest technologies to best connect with your customers
    • Financial foundations: Explore the grants and support available to you, take control of your bookkeeping, budgeting and taxation, and learn to safeguard your business
    • Research, plan, do: Plan for the future with market research and develop tactics for risk and disaster management
    • Futureproof your business: Understand stressors and disruptors, keep an eye outside your business model and know what to do when the unknown hits
    • Your team and you: Gain insights on how to hire, manage, train and retain the best staff

    On 14 August 2020, Moree Plains Shire Council resolved the draft Plans of Management, Community Land for Parks, Sportsgrounds and General Community Use and Natural Areas.

    The Land is ‘public land’ for the purposes of the Local Government Act 1993and classified Community.

    Council gives notice that pursuant to section 38 of the Local Government Action that this draft Plans of Management is on public exhibition for a period of 28 days.

    The draft Plan of Managementis available for public inspection at the Council’s office at Level 2/30 Heber Street, Moree NSW 2400, between the hours of 9:00am and 5:00pm weekdays from 15 August 2020 until 11 September 2020.

    Written submissions may be made within the public inspection period specified above and for a further 14 days after the inspection period closes and must be marked ‘draft Plans of Management – Community Land’and sent by 25 September 2020 to:

    Unleash your inner scientist this week and celebrate National Science Week by entering the Moree Community Library’s science quiz competition!

    The quiz is open to library members of all ages, consisting of 20 science questions relating to the natural world, space and human body.

  • Solar Powering the MAAC

    The MAAC has recently taken steps to reduce their carbon footprint by installing solar systems to the roof of the facility. 

    In December 2019, the MAAC’s proposed Solar Project was supported by Councillors who approved Council to cover the costs of the solar systems and installation.

  • Applications Open Tomorrow for Public Donations Fund - Due Friday 11 September

    Applications for two rounds of funding from Council’s Public Donations Fund will open tomorrow Friday, 14 August 2020.

    Consideration of applications for funding for the last Quarter of the 2019-20 financial year was delayed from April, with restrictions placed on face-to-face Council meetings due to the COVID-19 pandemic.  In accordance with Council’s resolution at its meeting of 11 June 2020, the financial assistance offered by Council for Quarter 1 and Quarter 2 of the 2020-21 financial year will be available for distribution during this round.

    Community, sporting and educational groups wishing to apply for financial assistance from Council for events, functions and sponsorship during October, November and December 2020 must submit a Public Donations Application Form by no later than 5pm Friday 11 September 2020.

    A number of applications were received in relation to community events during the last funding round that were cancelled due to the COVID-19 restrictions. Community groups seeking funding for community events for this funding round should ensure their application explains how their event will take place considering COVIID-19 and if relevant, ensure their application is accompanied with their Covid Safe Plan.

    In accordance with Council’s Public Donations Policy, applications received after the deadline will not be considered until Council’s first meeting in the next calendar quarter.

    Applications will be presented to Council for determination at its meeting on 8 October 2020.

  • Call Ahead for Council’s Customer Service

    Moree Plains Shire Council is encouraging community members to continue to call Customer Service to make payments and address concerns or enquiries over the phone, where possible.

    While the Customer Service Centre in the Max Centre is open for face-to-face transactions, access to level 2 of the Max Centre is restricted requiring customers to call ahead of their visit to be able to access the Moree Customer Service Centre.

    Council is aware of two proposed events. 

    The first is proposed at the Moree Showground, and is a night time food market. 

    The second is for an amusement carnival proposed for private land in Moree at the south end of Frome Street. 

  • On The Road To Safer Young Drivers

    Young drivers continue to be one of the most at-risk groups on our roads.

    Over the past few years, Moree Plains Shire Council has delivered a series of educational campaigns and workshops as well as undertaking road upgrades to promote and improve road safety around our Shire.

  • Encouraging Creative Kids to Recycle Right - Truck Art Competition

    Students across Moree Plains Shire are encouraged to get creative and submit designs for the2020 Truck Art Competition run in collaboration with Moree Plains Shire Council and Cleanaway.

    The theme for this year’s competition is be green, keep your recycling clean, with the winning design to be displayed on local council waste collection trucks and the school-aged artist will be awarded a $150 Love Local Gift Card.

  • Community Group – Financial Assistance - Boggabilla Men’s Shed BBQ Open Day

    Northern Gomeroi Aboriginal Corporation (NGAC) will host a community BBQ to celebrate the opening of the Boggabilla Men’s Shed after securing funding from Council’s Public Donations Fund.

    The goal of the Open Day is to showcase the activities and outcomes of the Boggabilla Men’s Shed and welcome new members.

  • Bulky Waste Collection – Register Now - Villages Collection Closing Friday 7 August at 4pm

    Registration for this round of Bulky Waste collection closes this Friday, 7 August 2020 for residents in the villages throughout the Moree Plains Shire.

    Cleanaway will begin to collect waste items throughout the areas of Ashley, Biniguy, Boggabilla, Boomi, Garah, Mungindi, Pallamallawa, Vitonga Road, Weemelah and Yarraman on Monday 10 August 2020 for those properties registered for collection.

  • Development Application Approved for the Moree Gateway

    Moree Plains Shire Council has approved the development application of Puma Energy for the construction of a combined service station and truck stop at the Moree Gateway. The proposed development will provide a modern purpose-built large scale facility to serve the needs of the interstate trucking community.

    Given Council’s ownership of the Moree Gateway site, a full external assessment of the development application was undertaken by Mitchel Hanlon Consulting and recommendations made to Councillors at an Extraordinary Council Meeting on Thursday 20 August 2015.

    Mayor, Cr Katrina Humphries said “I am delighted that this development application has been approved and look forward to construction on the site commencing shortly. This is a significant milestone for this project and for our Shire.”

    “This investment is a great endorsement of Council’s vision to proceed with the Moree Gateway and we anticipate more investor announcements in the near future.”

    Moree Plains is strategically positioning itself as a regional transport centre through a number of initiatives including its key involvement in the Melbourne to Brisbane Inland Rail Alliance. The Moree Gateway is another such initiative, designed to stimulate economic growth, create new jobs and ensure the future prosperity of the Moree Plains Shire.

    Development of this particular use within the Moree Gateway highlights Moree Plains Shire as an integral and growing regional transport hub, given its strategic location, importance in Australia’s agricultural sector and the significant freight volumes generated by, and passing through, the Shire. It is anticipated that this cornerstone development will attract further commercial interests both at the Moree Gateway and within the Shire more generally.
